Operator Licence Awareness Training (OLAT) CILT Accredited

The CILT Operator Licence Awareness Training (OLAT) course is designed for anyone involved in a transport operation who needs a better understanding of the legal and procedural requirements of holding an operator's licence. This includes company directors, senior managers, and transport office staff. The course is particularly useful for those with a restricted licence or for businesses that need to improve their compliance. It acts as a proactive measure to avoid issues with the Traffic Commissioner and is often a recommended action after a compliance-related public inquiry. It also counts as 7 hours towards Driver CPC training, offering a dual benefit.

Syllabus Overview

The one-day OLAT course provides a focused overview of key areas of compliance. The syllabus typically covers:

  • Operator Licence: The legal framework, application process, and the ongoing obligations (undertakings) of holding a licence.

  • Drivers' Hours and Working Time Directive: Understanding and managing driver hours to ensure compliance with both UK and EU regulations.

  • Digital Tachograph Use:How to use, download, and analyse tachograph data correctly.

  • Vehicle Maintenance: Implementing a Planned Preventative Maintenance (PPM) system, conducting daily walk-around checks, and maintaining accurate vehicle records.

  • Driver Licensing: The different types of driver licences and the responsibilities of both the operator and the driver.

  • Road Safety and Enforcement: An overview of traffic law, how enforcement agencies like the DVSA operate, and the implications of the Operator Compliance Risk Score (OCRS) system.

  • Safe Loading: Ensuring vehicles are loaded safely and in accordance with legal requirements.

  • Public Inquiries: What to expect if a company is called to a public inquiry and how to prepare.

The course often concludes with a knowledge check to confirm understanding, but it does not require a formal exam like the full Transport Manager CPC qualification.

Remote Delivery

The OLAT course is well-suited for remote delivery, providing flexibility and convenience. This format is popular because it reduces the need for travel and minimises disruption to daily operations. The remote delivery method typically involves:

  • Live, Tutor-Led Sessions: The course is delivered through a virtual classroom using video conferencing platforms like Zoom or Microsoft Teams. Participants can interact with the instructor and ask questions in real-time.

  • Digital Materials: All course materials, including presentations and handouts, are provided in a digital format.

  • Accessibility: Participants only need a reliable internet connection and a computer, laptop, or tablet with a webcam and microphone. This makes the training accessible from an office, home, or any other convenient location.

  • Certificate of Attendance: Upon successful completion, a certificate of attendance is issued, which serves as proof of compliance and commitment to continuous professional development.
